Technical Paper Series

The Oak Ridges Moraine Conservation Plan (ORMCP) raised the bar on how we value and protect natural heritage and hydrologic features and their functions. Wetlands, river and stream systems (including intermittent streams and associated valleys), forests, grasslands, kames, kettles, and underground aquifer systems are all essential parts of a healthy and resilient landscape. A wetland, for instance, is our best defence against flooding during spring melt and heavy rain events. A wetland can be a complete habitat ecosystem that supports insects, frogs, salamanders, turtles, birds of prey, and breeding birds and is a water source for all types of mammals like coyotes and foxes. Wetlands are also integral parts of the hydrologic system.

To support these protection policies (Part III of the ORMCP), staff from the Ministry of Natural Resources, in collaboration with private and ENGO sectors, developed 17 Technical Papers. This paper series provides guidance to municipalities and conservation authorities in reviewing development plans. They also provide guidance to STORM, the Oak Ridges Moraine Land Trust, and concerned citizens when advocating for the protection of these critical natural heritage and hydrologic features.
